چکیده
     وجود محدودیت در بازارهای داخلی و فرصت‌های بالقوه در بازارهای بین‌المللی، باعث شده است که شرکت‌های ایرانی، درصدد جذب این فرصت‌ها باشند. علی‌رغم جذابیت اولیه، پروژه‌های برون‌‌مرزی شامل سطوح بالایی از چالش‌ها و ریسک‌ها می‌باشند که تکمیل موفق این پروژه‌ها را برای پیمانکاران دشوار می‌سازد. از طرفی می‌توان با استفاده از ابزارهای مدیریت ریسک پروژه و با ارزیابی و برنامه‌ریزی مناسب و به ‌موقع، زیآن‌های مالی، زمانی و فنی را کـاهش داده و سـودآوری را در پروژه‌ها افزایش داد. از طرفی بیشتر مشکلات شرکت‌های ایرانی در اجرای پروژه‌های برون‌مرزی، مشابه بوده و می‌توان فهرستی از این چالش‌ها و ریسک‌های محتمـل در این نوع پروژه‌ها را با استفاده از تجارب پروژه‌های پیشین و نظرات متخصصین به دست آورد. از همین رو از آنجا که مدیریت تدارکات یکی از چالش برانگیزترین بخش­ های پروژه­ های بین‌المللی است، در این پژوهش ابتدا با جمع‌آوری نقطه نظرات متخصصین و بررسی دو نمونه­ ی موردی، با استفاده از قواعد دلفی، سعی بر شناسایی عوامل تأثیرگذار در پروژه‌های برون‌مرزی شد. سپس ریسک­ ها بر اساس نوع اثرگذاری آن‌ها بر حوزه تدارکات و بر اساس فازهای پروژه اولویت­ بندی و دسته‌بندی شدند؛ در ادامه نیز به مهم‌ترین ریسک­ ها پاسخ داده شد و در نهایت الگویی جهت پیاده ­سازی مدیریت ریسک برای بخش تدارکات پروژهای بین ­المللی پیشنهاد داده شد. نتایج بیانگر این است که، ریسک­ های مالی بیشترین فراوانی ریسک را به خود اختصاص داده و ریسک­ های موجود در فاز اجرا، بیشترین فراوانی را نسبت به ریسک­ فازهای دیگر پروژه داشته است. همچنین ریسک ­های مستقیم بیشترین تاثیر را در تدارکات پروژه ­های بین­ المللی دارند.

Despite the initial attractiveness of international projects, these projects involve high levels of challenges and risks that make it difficult for contractors to complete these projects successfully. On the other hand, most of the Iranian companies' problems in the implementation of international projects are similar, and a list of these challenges and potential risks in this type of project can be obtained using the experience of previous projects and expert opinions. Since procurement management is one of the most challenging parts of international projects, in this study, first by collecting the views of experts and examining two case studies, using Delphi rules, try to identify the factors influencing these projects. Risks were then prioritized and categorized based on the type of impact they had on the procurement area and on the project phases; the most important risks were answered and finally, a model for implementing risk management for the international project procurement department was proposed.
